Forgery?

Question:

I was trying to figure out what would be my next steps if someone forged my name on a marriage license so that they would be able to receive full benefits in the Army.

Hmm, this is a first for me. In my experience such an action wouldn't be easy to accomplish and the potential downside would greatly outweigh any benefit the individual may receive.

I think a good first step is to inform your local civilian police department and seek advice from staff there. You may also want to talk with the clerk of court and/or the department of records in your county seat to learn of any remedies they may have to offer.

Otherwise you'll have to go to the military facility where this is occurring and make a report there. You'll want to call ahead first to set up an appointment with the on-base law enforcement offices to ensure that you have access to the facility and so on. You'll be asked to provide some evidence of the allegation of forgery and the military command will take it from there.
