Janesville Central Receiving
Question:
Good afternoon Jim, why is it that when veterans send BVA information in Washington DC it gets diverted to Janesville WI I sent information to the BVA on July 28 with 2 day priority shipping and it arrived in DC July 31 and it was sent to Janesville WI, arriving August 3 My issue is I used the address that BVA had on their correspondance also I know for a fact part of VA and BVA problem is to many hands in the cookie jar, that is how stuff gets lost ignored and over looked. I have also experienced Janesville scanning information in to VA/ BVA and when VA / BVA get it the scan is to light or dark and VA/ BVA is not able to read it. Thanks

The Janesville, WI location was chosen some years ago to establish a central receiving, scanning, uploading, records management function that would bring some organization and help to solve the very issues you point out. Originally there were to be 2 locations with one in GA but VA ultimately decided Janesville was the one location to bring everything together.
Using an address you find on other documents won't work. If you send mail to a regional office, they forward it to Janesville to be properly scanned, annotated and so on. From there the work is distributed throughout VA to the proper destination.
If they didn't do this, things wouldn't be methodically scanned and uploaded for delivery to wherever the document should go. As good as that sounds, and it is a good idea, it doesn't work as well as it should. The problems you mention are recognized and VA is always promising improvement.
But...it is what it is and attempting to get around the system will probably work against you. Monitor your work carefully and hope for the best.
