VA benefits and poverty level

Question:

Two questions:

1.  For veteran at full retirement age, what type of income does VA look at to determine if veteran is below poverty income level? Do they count social security as income?

2.  Any new changes to TDIU permanent and total benefit for those already awarded this rating?

The federal poverty level is explained here https://www.healthcare.gov/glossary/federal-poverty-level-fpl/  As in most determinations across many agencies, all income is considered.

There are no changes to the TDIU benefit in recent years and none are proposed.
