Benefits after death

Question:

My friend's husband died with 30% on hearing (Vietnam Vet 2 tours (FA) ). Prior to death, he applied for disability related to agent orange, but died prior to a decision, but she reapplied after his death and got denied twice. Now they are asking her to authorize them to get the records again and she did what they requested of her. Is there a new bill or law that she might could utilize as additional evidence or a list of diseases that come from agent orange?  The case has been open for 10 years. They said they sent her a letter for a hearing, but she did not show and they got a return letter. She had moved and proved that all her other mail came to her. Even if her husband is dead,  would DBQ, IMO, IME or Nexus letter be appropriate in her defense? If not, which way is up??????
