Question:

My spouse is a compensated 100% plus 60% disabled veteran who is currently drawing housebound. He has worsened and I would like to apply for the housebound to be changed to aid and assistance. Will the filing of VA form 21-2680 be a consideration for  VA to make the change,  or is there some other avenue I should take.

Yes, that's the correct form to begin the process. This form must be completed by the appropriate health care provider.
