Question:

If you are receiving TDIU,  can’t it eventually be bumped up to a scheduler 100 percent rating?

Yes...but why? The ratings are the same except if you're TDIU you can't work. It won't be a "bump up" in ratings, it's a lateral move...there's no difference in the 2 ratings. Over the years I've observed a lot of vets who seem to think the schedular 100% is 'better' than the TDIU 100% and they spend their lives chasing paper to make that happen. If and when the TDIU changes to schedular and there's no difference in the benefit, everyone seems shocked.
