Why won't the VA pay child support if the veteran is in the data system?

The VA isn't chartered to get involved with marriage and divorce. That's what the state courts are for and they issue and enforce child support orders. It isn't up to VA to pay support, it's up to the veteran to follow the orders of the court or to be held in contempt.
