Question:

I can't find any legal information regarding financial exploitation of a disabled veteran.The veteran in question suffers from a mild cognitive impairment but does not meet the criteria of a vulnerable adult. she is 48, lives alone, and has no family, friends, or support of any kind in the community.  Does she not qualify for protection or assistance until she's 60?

If you believe that an elderly of otherwise disabled person is being exploited, you should get in touch with local law enforcement and ask for guidance. They'll have processes in place to help you.
