Widow won remand for DIC benefits

Question:

Jim, a friend of ours passed in 2012 with diagnosis of MDS.  Wife filed for DIC but was denied.She appealed and decision was a remand last nov 2018.by the BVA. Her late husband had filed for disability way back in 2010 but denied.  My question is,with the new ruling regarding MDS being recognized now by the VA,can she put in a new claim for MDS with a new nexus from his oncologist? And if approved for service connection, paving way for her to be awarded DIC? Her husband is a Blue Water Vietnam veteran with the USS C..Thank you for any advice.
