Question:

Does a National Defense Service Medal make one qualified to join the VFW? If they were stationed in Taiwan working on c-130's flying in Vietnam?

That's up to the VFW. I'm not a member but I believe the VFW requires service in a combat zone for membership. Every honorably discharged veteran receives the national service medal whether they serve in combat or not. I'd guess that the medal isn't a qualifier to be used to gain access to VFW, but again, check with them
