Good morning Jim, Why is it necessary for the VA to send my attorney a request for fees and cost before they approve or deny my claim? Will his cost effect the decision?

Nothing about an attorney fee will have an effect on the decision. However, should you prevail the attorney will be paid from any retroactive benefit pay you may be owed and VA will take care of that standardized payment for you.
