Question:

Me and my ex wife was married for 7 years, during our divorce she was awarded to 18% of my retirement, if and when I retired.  I did not retire, but instead I got chapter medically at 100% complete and permanent and receive CRSC pay. My question: does that count as retirement and which pay, if any, do I owe her 18% of?

There are any number of variables that could have an effect on answering your questions...like the state you live in and the exact wording of the stipulation in your divorce decree. In the end it sounds as if you may be thinking of a modification to the divorce and that can only happen in the family court that has jurisdiction.  Divorce settlements...money...are often complex and disputed to the nth degree. You'll be wise to consult a local attorney for help.
