Question:

Wondering since my friend is 100% service connect veteran and just got a rating. A woman he married in 1987 is trying to get alimony payment from him and he hasn't seen her in over 30 years.  How would that happen?

To be honest, I don't think that can happen. The family or divorce court is the place where such decisions are made and after 30 years without contact, there would be all kinds of reasons the court wouldn't allow that to happen.
