The VA says that I have a fugitive felony warrant in January 2016 and they waited till May 2018 to cut my benefits off and why did it take him so long and now this and I have to pay it back.

I will urge you to contact an expert veterans law attorney as quickly as you can to talk about an appeal. Often enough, VA doesn't evaluate these things carefully and it may be that you don't owe any money at all.
