Question

Jim, my claim has gone from preparation for notification to, gathering of evidence, to review of evidence after I received a letter from the VA stating that the decision they made was Veteran was insane at the time in question....Is this a bad thing or are they changing the decision or what? What's your take on this?

I'm confused too. That doesn't make much sense...it's not the language VA would usually use. I'm afraid I'd have to see that letter before I could comment further.
