Do I need to pay a medicine copay if I'm rated 100%?
Question
100% due to Agent Orange Heart Attack. Only taxable income is less than $7000/Yr. Recently Express Scripts sending me co-pay charges. Do I have to pay them? Any waivers available?

In most cases, you shouldn't be paying a copay at all unless your 100% rating is temporary or some typical OTC medicines are prescribed. Have a look at this brochure.

There are contact numbers in there that you should call to ensure that you aren't being billed by accident. Accidental billing is a constant issue at your VA. You'll have to be persistent to sort this one out.
You may also want to speak with a patient advocate or a pharmacist at your VHA facility.
