Yes, I believe you should. This assumes you're a Vietnam veteran who would be eligible for a presumptive service connection for the diabetes.

You won't receive any more compensation for it at this time. However, if you should develop complications of diabetes in the future, the fact that the condition is service connected will be a matter of record. Then, any secondary conditions (heart disease, peripheral vascular disease, renal artery disease, etc.) will be simpler to apply for.

With good control of the diabetes condition, you may never need to worry about secondary conditions. It won't be a lot of trouble to get this part of the process done now so you might as well be prepared just in case.
