What assistance is there for Service member to have legal assistance in the state where there is currently a child custody case. For example - mother in Florida and Father in North Carolina but custody case is in Georgia. Father is in violation of current custodial arrangements of 16 year old.

Custody and other family court issues generally must be held and decided in the jurisdiction where the child is a resident. You're describing a situation where nobody is in GA where you say the case is being decided and that doesn't usually work. The custodial parent will need to reach out locally for assistance.
