When VA disability decisions seem inconsistent

I was kicked out of the Navy after 15 years honorable service for smoking a joint. Denied VA benefits for 13 yrs (2004 thru 2017). I never received disability VA payments.  I now get disability payment for hearing loss I got in 1996 working in carpenter shop. No payments for PTSD/ head injuries or neck/back or anything else. VA says I get no back pay for my injuries incurred in 1996.  In September 2018, I was denied a government job that I was selected for because I failed the  pre-employment drug test.  I drank legal hemp oil and smoked legal hemp flowers for my glaucoma pain in my head and eyes. How can I be denied my earned disability payments from 2004 thru 2017? Or not be able to get a government job for 6 months, so i am told, for failing a p-test for using cbd 's that are legal?
