It sounds like you are a civilian who has an issue with a service that was provided to you. Since this has nothing to do with your status as a veteran, you'll need to research local lawyers who may be interested in your case. Our status as veterans does not entitle us to free services of all sorts for life. When dealing with civilian problems, we're on our own just as any citizen would be.
