I was rated total impermanent unemployable at 100 percent but my overall raring is 80 percent.70 percent for PTSD and 10 percent for extremity injury.I was told I can't no longer qualified for vocational rehabilitation.I was under the impression I can go to music school for therapeutic reasons whats your take on this matter

Once you have a TDIU rating, you are seen as unemployable because of your service connected disability(s). The goal of vocational rehab is to train you for employment. Thus, there is no reason to offer training to a veteran who will not be employed because of disabilities.
You wish to take music classes for therapeutic reasons. Therapy is not vocational rehab.
Therapy for PTSD and your extremity injury must fall into whatever your treatment team believe will best benefit you before VA would approve any sort of funding. Music therapy is probably a good thing for a veteran patient who has emotional challenges but it isn't likely to be seen as a mainstream therapy that has proven results.
An option for you is to consider using whatever sort of GI Bill educational benefit you may be eligible for. While you aren't eligible for voc rehab, you're probably eligible for some sort of assistance with tuition and you could take classes in music as a part of a degree program.
