What if you marry a veteran that has been declared incompetent by the sister and has been over seeing for a long time. Can me as the new wife change everything to her?

If a veteran has been declared incompetent by the VA and a relative is the appointed fiduciary, it's very unlikely that you marrying the veteran would change anything. The VA won't consider changing the fidu without good reason and if you wanted to be appointed, you'd have to be subjected to the usual background check and so on. If you marry a disabled veteran who has been declared incompetent to manage his finances, keep your expectations of any financial help low. The VA controls fidus and doesn't allow for much money to be released.
