Trying to help older vet with his claim

I'm attempting  to help an older, not tech savvy, veteran with his VA material. He is 80 percent overall and has TDUi or something. Tdui is new to me. He wanted to know when it becomes permanent. He was required to fill out a 21-4140 form every year. He got a letter stating he wouldn't need to any more. But as far as  I can tell,  he's not permanent disabled. I called the VA and was told it becomes permanent after ten years from the conditions award date. He first applied for his condition in 2006 and UI in about 2016. Does that 10 years start from when he first applied for PTSD and his other ailments or from the TDUI start date? The reason I ask is because he was awarded about a year of back pay. If he isn't permanent, is there a risk for him to apply to make it permanent?

If I understand you correctly, you are attempting to help a veteran who doesn't need any help and you really don't appear to understand what you're doing ("has TDUi or something"). before you start making calls to VA on behalf of a veteran you need to exercise better judgement and leave his benefits alone. There are people who are trained to help if he needs help at all. If you try to charge him any money for your "help" you could be asking for trouble.
