Question:
Where in USC or CFR can these exact words be found; "100% rating of a TDIU veteran is exactly the same as a veteran who is rated 100% by the schedule". I'm looking for the word EXACTLY. Idaho Property tax does not accept combination with TDIU for 100% disability. I filed an appeal. I want to point out they are exactly same. but I need an authority (USC, CFR, or VA Procedure Manual.)

To my knowledge and belief, those exact words as you recite them do not exist. They won't be found because the fact is that the TDIU 100% is not exactly the same as a schedular 100% rating.
In any case I think what you've run into is a common problem in your verification letter from VA. If it refers to your base rate (60 or more percent) and then the TDIU rate, the tax assessors will always balk at that. But there's hope! The VA has provided you with the way to print your letter that will satisfy the tax assessor you're dealing with.
You need to go into your eBenefits account here and once you've logged in to your account, look for "Your VA Letters" and click Letter Generator.
Click Benefit Summary. EXCLUDE this by removing the check mark; "Your combined service-connected evaluation is" and you may also remove "Your current monthly award amount is".
When you print this letter, it will show you're rated at 100% totally and permanently disabled due solely to your service-connected disabilities. The tax assessor should accept that with no problem.
