Can I qualify for VA benefits if I served in Vietnam, have health issues, and live outside the United States?

Can I link my heart disease, endocrine issues, lung issues, hypertension, and dry eye syndrome to diesel fuel I was exposed to in the service?

I currently receive 40% disability compensation for type 2 diabetes, neuropathy, and erectile dysfunction. I recently filed a claim for my hypothyroidism, related to agent orange. That claim was denied. How should I proceed with an appeal?

 

Can a residential institution bill me for my disabled stepson’s stay since I get money from the VA?
