I was diagnosed with Bilateral pes planus with plantar fasciitis and metatarsalgia. My left knee is bothering me. Can this (my knee) be considered as secondary to my rated condition? Thanks

Yes, such a claim is possible. However, you have to provide proof that the rated conditions you cite caused, contributed to or aggravated the knee.
While the connection may seem apparent to you, the VA is likely to require more than your word that such a cause and effect relationship exists. You'll probably have to seek out an IMO from an expert physician to have any chance of this being approved.
