Question:
Finally after 14 years the VA conceded that I did have boots on the ground, and I was exposed to Agent Orange. After a C&P exam, the concluded that the date of my C&P exam was the rating of 40% for Diabetes II which was an increase of 20% rated as Sept. 2005. I was also rated at 30% for Coronary Artery Disease with an Implanted Cardio defibrilator with a date of 03/2009. Should I request a Supplemental claim for 100% because of AICD and a revised onset date for Diabetes II?

Yes, you should seek a 100% rating for the AICD that is secondary to your coronary artery disease or as VA prefers, the Ischemic Heart Disease (IHD). And yes, I'd seek an earlier effective date that is in line with when you applied for that benefit.
