DFAS and 10 year marriage rule

Question:

How does DFAS calculate the 10 year marriage:  is it by day or by year?   If DFAS goes by exact date, then I’ll miss the 10 year overlap vs retirement by 52 days.

I believe that any organization, including DFAS, will measure timeliness requirements exactly. In other words, one year is from one day date to another day date a year later. If you miss a required timely option by 52 days you may appeal but it's my experience that timely requirements are strictly enforced.
