My husband claim after the day he got out from the Army (that was 2003) about his joint repair right shoulder was given 0 at that time. After 15 yrs, he tried again now they give him 20% on Dec 2018. We just wanna know if he can get a back pay out those long yrs?

Retroactive pay is awarded to the date of a successful claim. In this case in 2003 he was awarded a 0% service connection that was in effect until he filed again in 2018. The new rating of 20% is effective from the date he filed the most recent claim, so no retro benefits here.
