I have been receiving 100% VA since 2013 for prostate cancer. Active surveillance is my treatment. Not much change since I began. Does temporary change to permanent after 10 years? Thank you.

No, there is no scheduled change to a benefit after ten years. This is a topic of discussion that hasn't been resolved at VA and isn't likely to be resolved any time soon. Your active surveillance is probably going to remain a temporary 100% benefit.
