Question:
I am hoping to find a legal resource to help me with real estate legal issues. My neighbor has been torturing me for the last year and a half since I moved into my home. I am 100% P&T Service Connected and have been struggling to cope with this one my own. Any help would be appreciated. I live in Yreka California.

You're a civilian dealing with a civilian problem and your status as a disabled veteran doesn't carry any weight in the civilian world. Depending on the degree of harassment you claim, you'll need to find a lawyer to help you or call your local law enforcement agency.
