Question
I had previously thought my unemployable 100% status was protected, as I was over the 20 years. In 2012, my rating was changed from 60/100 to 100%. The DEA date is 1986 still, but the award dates show 2012 for 100% and 1986 for 60%. Then a separate not showing unemployabilty from 1986-2012. I wondered whether I lose my protection now.

Ultimately there is little "protection" of ratings. VA can and often does review those veterans with "permanent" ratings and that can result in a lowered rating. The 20 year protection process only shields us from changes in the law governing our ratings. In other words, if you're rated 100% P & T for 20 continuous years and some part of the law governing your rating changes, your rating will remain the same. Other than that, VA can investigate and modify ratings for cause at any time.
