Where can I get a copy of the house bill that President Bush passed in 1996 stating troops on the gound in vietnam agent orange herbicide automatic gets 100 percent service connection disability.
Out of serve 39 years, and medically treated many years for may agent orange diseases. VA claim military data was lost and could not prove I was on the ground in Vietnam. Military data and proof of being on the ground in Vietnam found in 2009 still but not paid in 2011.

There is no such thing. If there were it would mean every veteran of the Vietnam war would be rated at 100% even if they don't have any problems. You have been given some very bad information.
To be rated for any condition you have to prove 3 basic things. Honorable service, a "condition" (disease or injury that is disabling) and some evidence that the condition is connected to military service.
There is a list of conditions associated with agent orange exposure but none of that list automatically awards 100%.
