Controversial PTSD evaluation policy

Jim,
I'm an 11b, with 2 years of Vietnam service, 1 of which was on line humping the M60 for over 6 months. I am currently at 90% service connected, 70% for PTSD. I have been denied IU and have since sought out a non VA psychologist whos specialty is PTSD. Is a PHD considered qualified to author the nexus letter. I am under treatment and he has reviewed my medical records.

Yes. That will be good evidence. Because of a controversial policy today, a VA psychiatrist will have to agree with the diagnosis and severity. This policy is being hotly disputed so it may change by time you read this. You may also want to consider retaining a lawyer. The denial letter will allow you to retain a qualified attorney on a contingency fee basis. I'd recommend that you talk to an attorney.
