Military family's daughter born overseas

Question:

While in the US Army stationed in Paderborn, then Senelager ,Germany and living in British Housing, our daughter  was born April 3, 1975. We have her German birth certificate, but we did not get an American one. We did receive a letter from the US State Dept acknowledging her American citizenship; birth abroad. However during life's many moves, that letter has been lost or permanently misplaced. How can she obtain a passport or birth certificate?  My husband is a Vietnam Vet

Return to the State department with the information you have. My sources tell me that they should be able to trace the records to determine her next steps
