Medical separation vs. retirement

Question:

I was medically separated (at 18 years, E7) with a severance package after being told my VA rating would not increase their findings which would intern raise the raise the separation percentage high enough for me to retire. After the paperwork was finalized, the VA raised my percentage from 30% to 60% without notification, based on submitted items from my med board. If the VA completed the last decision, I would have been able to retire. I am now at 90% wit the VA. Is there a way to reverse the military's decision for medical separation over retirement?
