Question:

I have service connected obstructive sleep apnea with c-pap rated at 50%. I would like to file my diabetes as secondary to my OSA....is this possibility ok to pursue? My present VA disbility is 80%. I have to take insulin daily with a restricted diet mandate.

You're allowed to file anything you wish. I have doubts that you'll have any success without an IMO done by an expert before you file the claim. Click here.
