Debts and VA benefits

my father a ww2 and korean war vet rated over 100% passed this 2nd day of january.my question is my father left us with around $25,000.00 in a safe deposit box and being he was a retired federal employee left his figla ins. policy to my grandaughter.his car was pd in full and passed on to my sister.the question is, my father never included his v.a. money to apply and get any loans he only added his federal retirement pay and the collectors are already at the door for some debts,his house was never paid off and we are being asked to pay hospital debts that were aquired after the v.a. sent him to these hospitals,are we obligated to pay on any debts useing his v.a. disability money,also i have a disabled brother that was getting a small stripend from my fathers v.a. compensation and now he was told by v.a. that this money will stop due to my father passing from a non service connected disability.please help and maybe do a write up on your site about this.
