Jim, I have another question for you: On August XXII 2003 I filled out a form and give it to the VA to be eligible for medical care from them at that time I put on there I was a diabetic. I don't know why I didn't file a claim sooner fight for diabetes but I did and the VA granted me diabetes because of Agent Orange on August 12th 2016. I have some secondary conditions from diabetes and if I file the form with the date are these conditions start when I first fell at The Forum on August or Wayne PA approved my disability for diabetes

Disability ratings are awarded from the date we file claims, not before. When you file secondary conditions, you'll report the times that the conditions started (roughly) and decisions and retro will be made from there.
